Undergraduate degree from Syracuse University. Graduate degrees from Columbia University. Wanted to be a lawyer but couldn't afford the books, so he became a teacher instead. Married at Presbyterian Church in Corry, PA. The marriage was never recorded because minister died before he completed necessary forms. Superintendent of Schools in Westchester County, NY. Created the special education program that became New York State's BOCES organization. Liked to fish, had a goldfish pond. Always drove a modest car when he was superintendent of schools. As soon as he retired, he bought a Cadillac. After retirement from the school district, he taught at Wilson College in Chambersburg PA from about 1956-1964. Developed Parkinson's disease, and later retired to Florida. Robert E. Bell Middle School (formerly Horace Greeley School) in Chappaqua NY is named for him.
